I don't think so unless Armin recently worked on it. Perhaps check out 
the latest release? ftp://ftp.chan-capi.org/chan-capi/chan_capi-HEAD.tgz

The problem is that chan_capi needs the version info from the installed 
Asterisk header files and in Asterisk 11 that version info has been removed.
