Many thanks for helping me. You are a great guy.
I see you are using different hardware than me though...
Not only mean the BOX but also the ISDN board. 
I use USB adapter (hfcsusb driver).The hfcsusb.c of my mISDN version (mISDN-b77c464) seems already patched for fillempty.
From your LCR setup seems you use 1.14 (last version). Same as me.
I am also running Linux 3.10.
Thomas trick (running lcr_config(eoslec) ) did not work for me either.
My only issue (till now is the lack of dialtone when lcr is bridged to asterisk.
I am going to make a scratch installation on another disk partition to test again.

BTW what is the command "lcr_config(D)" doing in your setup?Is there some documentation for it?

I cannot recollect LCR/Asterisk/mISDN/mISDNuser/Kernel versions of my
productive HorstBox.

But these days I played around with new software versions on my test
HorstBox. Seems to work; dialtone, calls both incoming and outgoing,
etc. Though not yet extensively tested.

Specifics
---------
- Both the hfcpci driver in linux kernel and the external provided
   (mISDN) hfcpci driver worked only after being patched as described
   here:
    http://permalink.gmane.org/gmane.linux.isdn.i4l.user/6297
- The mISDN_core module which comes with the linux kernel 3.10.49 did
   not work, the external provided module (mISDN) works.
- The mISDN_dsp module is required by LCR. Both the module from the
   kernel and the module from the external mISDN software are fine.
- The echo canceller module mISDN_dsp_oslec comes with the external
   mISDN driver software only.
