I don't know the situation in Germany, but in Switzerland the statement 
above is correct as far as I can tell. The move to "all-IP" started in 
2013 if I recall correctly (for residential customers), and the law was 
changed accordingly a few years ago, see for instance this statement 
from Swisscom:

Existing PRI connections might continue to work for some time, but I've 
heard it's nearly impossible to order a new one or even to move an 
existing one to a new location. BRI have probably all been moved to an 
IP-based solution by now (the official deadline for SoHo/residential 
customers was 31.12.2017).
