I am assuming that the "kept back packages have been built against kdelibs4 
not kdelibs-4

  kdelibs4-devel-4.0.0-1.fc8.x86_64.rpm

not

  kdelibs4-devel-4.0.0-1.fc8.1.x86_64.rpm

I would assume that the kept back files have been built against a version of 
kdelibs4 which does not exist and should at this time probably not be needed.
