I took Graeme's suggestion, and I did verify that 'www.keepalived.org' is
up and running, but those connection attempts come from a different domain.  

The 'route-views.oregon-ix.net' behavior is identical to what we are 
experiencing at Purdue University (when looking at the European and
French routers).  

I am double-checking with our "networking people", but could it be 'opensvc'
blocking incoming connections from our university?
