keepalived-1.2.10 and libnl-3

Building keepalived-1.2.10 today, I noticed that if both libnl and libnl-3 are installed the configure script will choose libnl(1). This doesn't seem correct to me. It is my understanding that keepalived should now prefer libnl-3, using libnl(1) only when libnl-3 is not available. The configure script seems to do the opposite. Ideas?
