1.2.11 release not resolving ip_vs.h:14:29: fatal error

I was attempting to refresh a Debian package using 1.2.10 and then now 1.2.11 so that we can get a gratuitous ARP fix committed in 1.2.10, however after downloading the 1.2.10 and 1.2.11 sources, the packages won't build despite me thinking the dependencies have been satisified.

My current build system is Debian Jessie (testing). The error is as follows:

Steps to reproduce:

1.       apt-get build-dep keepalived

2.       apt-get install fakeroot devscripts dchroot-dsa dchroot

3.       apt-get install libnl-3-200 libnl-3-dev libnl-cli-3-200 libnl-cli-3-dev libnl-genl-3-200 libnl-genl-3-dev libnl-nf-3-200 libnl-nf-3-dev libnl-route-3-200 libnl-route-3-dev
[ make sure I have libnl-3 development packages covered ]

4.       apt-get source keepalived

5.       wget http://keepalived.org/software/keepalived-1.2.11.tar.gz -O keepalived_1.2.11.orig.tar.gz<http://keepalived.org/software/keepalived-1.2.11.tar.gz%20-O%20keepalived_1.2.11.orig.tar.gz>
[ also attempted the same with 1.2.10 with relative file naming scheme ]

6.       tar -zxf keepalived_1.2.11.orig.tar.gz

7.       tar -zxf keepalived_1.2.9-1.debian.tar.gz

8.       mv debian keepalived-1.2.11

9.       dch -i
[ make updates ]

10.   debuild -us -uc -b
[ error ]

I also tried straight extraction of the source tar.gz without applying Debian resources to the source tree and compiling, same problem.

Wondering if someone could help out here, really need to get this gratuitous ARP patch and built into a DEB package.
