But some critical new bugs too... IMHO, 1.2.12 is not usable in
production if using VRRP in combination with preempt_delay and/or
virtual_routes (cf. the mails I sent to the list on the 5th and 6th of
March).

For deployments where this is not the case, 1.2.12 is probably fine, but
I would strongly recommend against updating a generic distro package to
1.2.12 as the distro cannot be sure that no users will be using the
broken features (in all likelihood, at least some will).
