I am thinking that it would be preferable that if the various subthreads
(healthcheck, vrrp) gets started on demand. So that e.g. if you only
have vrrp stuff in the config, then the healthcheck thread won't get
started (just as when starting it with --vrrp). Or vice versa obviously
if you're only using ipvs and not using vrrp.

On the other hand I can see that this might be complex to integrate when
reloading a config (e.g., when from a config without any ipvs stuff to
one with) so maybe it's not worth the effort.
