I've been running such a setup for years now, both with bond-over-VLAN (active-backup ARP monitoring or MII), VLAN-over-bond (LACP bond), and macvtap based VMAC on top, in various combinations, and nowadays with all of these options active on the same balancers. You need to tell more about the issues you see and the setup you try.
