Before deciding what the command protocol should look like, we should
discuss what kind of commands we are expecting it to support.

I recently built some tools for managing keepalived and did it all
through SNMP.  The verbs were "read all", "set value", "get value".
On top of that I built a set of commands: become master, disable VRRP
instance, dump config, etc.  If you notice, the first set were very
similar to the SNMP walk/get/set commands. The second set were
high-level tasks that I needed to accomplish.

Would the control channel be used for low-level verbs like get/set or
high-level verbs like "become master"/"disable", etc?
