failover without downtime?

I've inherited a live environment with a keepalived setup. Unfortunately the corresponding dev/test environments doesn't have keepalived, presumably for lack of IPs. (Noone still here _knows_, but that fits the symptoms.) We would like to fail over to the BACKUP, but we don't want to take the primary box offline -- as we don't want to fail the connections already in progress. Can I just kill the keepalived daemon running as MASTER? Will that that initiate a failover to the BACKUP without downtime for the traffic? I.e. new connections go to BACKUP but MASTER's old traffic is left to finish?
