vmac nic down but node in master mode

Hi all,

I have a setup with two nodes, each with two interfaces plus their respective vmac nics. I've been testing failover by rebooting one side after the other to make sure the master/slave transitions work correctly. This works for most of the time, but occasionally I end up with a master/master scenario, where the just booted system has the interfaces in this state

[primary]

# ifconfig eth3
eth3   Link encap:Ethernet  HWaddr 66:0e:94:0a:c7:28
inet addr:38.38.38.11  Bcast:38.38.255.255  Mask:255.255.0.0
inet6 addr: fe80::640e:94ff:fe0a:c728/64 Scope:Link
UP BROADCAST RUNNING MULTICAST MTU:1500 Metric:1
RX packets:86386 errors:0 dropped:0 overruns:0 frame:0
TX packets:13 errors:0 dropped:0 overruns:0 carrier:0
collisions:0 txqueuelen:1000
RX bytes:4837816 (4.8 MB)  TX bytes:1066 (1.0 KB)

[vmac]

# ifconfig eth1.3
eth1.3   Link encap:Ethernet  HWaddr 00:00:5e:00:01:05
inet addr:38.38.38.1  Bcast:0.0.0.0  Mask:255.255.0.0
BROADCAST MULTICAST  MTU:1500  Metric:1
RX packets:12 errors:0 dropped:0 overruns:0 frame:0
TX packets:5 errors:0 dropped:0 overruns:0 carrier:0
collisions:0 txqueuelen:0
RX bytes:0 (0.0 B)  TX bytes:418 (418.0 B)

But keepalived reports it as MASTER:

VRRP Instance = vrrp3
  VRRP Version = 3
    State = MASTER
    Last transition = 1455661279
    Listening device = eth1.3
    Using src_ip = 38.38.38.11
    Gratuitous ARP delay = 5
    Gratuitous ARP refresh = 0
    Gratuitous ARP repeat = 5
  Gratuitous ARP refresh repeat = 1
    Virtual Router ID = 5
    Priority = 100
    Advert interval = 100 milli-sec
    Accept = enabled
    Preempt = enabled
    Authentication type = none
    Virtual IP = 1
       38.38.38.1/16 dev eth1.3 scope global

I also see a few 'Error sending gratuitous ARP on eth1.3 for ...' errors. I'm running keepalived bits from a couple weeks ago on Ubuntu 14.04, 3.16.0-34-generic.

Any ideas on what may be happening are much appreciated.

Thanks,
Rafael
