  Fix configure.ac to make RedHat hardened rpm builds work

CFLAGS, CPPFLAGS and LIBS variables were not being preserved by
configure.ac, and this caused needed CFLAGS to be lost when
configure was run, resulting in a build failure.

This commit ensures the flags are all preserved.
