Do you have the ip_vs module loaded? If not, try 'modprobe ip_vs',
although I would have expected running the ipvsadm command to have
loaded the module.

I added code in my development branch a week ago to do the modprobe from
within keepalived, but it isn't pushed yet into the main keepalived
branch.
