Sending GARPs but IP not in `ip addr`

I have a working config of two machines running keepalived sharing a single VIP. The config was working fine until a network outage last night. When network was restored, one machine resumed control as MASTER. The logs show that machine sending GARPs yet `ip addr` does not show that it has ownership of the VIP.
