  First stage of making --enable-debug work

Issue #582 identified that compiling with --enable-debug produced
an executable that didn't work.

This commit largely makes that option work, but there needs to be
more work to make signals work.

  Make keepalived work again without --enable-debug

Commit f8b33e65
"First stage of making --enable-debug work"
broke keepalived without --enable-debug. It turns out that
launch_scheduler() in main.c must be called whether debug is
enabled or not.

Use pkg-config to find the location of the json header files
when testing for the presence of the header files in configure.
