I have a leased line implemented via a directed microwave connection, and
the router the ISP supplied with it has a static ARP table that persists
over power cycling. I don't know if this is due to how the ISP set it up, or
whether the router is really this dumb; my guess is it's configured this
way.

I have a small set of globally unique IPv4 IPs and my own router; the ISP
router sends traffic to my IPs via my router. It has a routing table entry like this:

destination	gateway		interface
1.2.3.0/27 	1.2.3.1		eth0

If I replace the internal router, I have to call the ISP and ask them to
update the ARP entry for 1.2.3.1, because otherwise the ISP router will keep
sending traffic to the old MAC, even if I power cycle it.

I don't know how common this is; I haven't seen it elsewhere.
