I can still reach pagure.io, and it's supposed to continue to work as a
read-only repository after the decommission date.

The migration guide states that forge.fedoraproject.org is meant for
"[...] those repositories that are instrumental in the development,
testing, maintenance and operating of the Fedora Project’s offering of
Fedora Linux [...]".  I've asked a clarifying question about this on the
mailing list just now, we'll see what the response is.

Other hosting options I've considered include codeberg and kernel.org.
I don't have a kernel.org account, and I'm not sure this project
warrants creating one.  So, unless you have better ideas (does debian
host upstream projects?), I think codeberg might be the best
alternative.
