2.4.21-4.EL does export these symbols.  You have a configuration error.
Try using LiS-2.16.18-19.tar.gz from here: http://www.openss7.org/download.html
It has a smarter configuration script.  Unpack it and do

  ./configure |tee myconfigure.log 2>&1
  make
  make install

If you have further problems, mail me config.log and myconfigure.log and I will
help you straighten things out.

N.B. You should upgrade your kernel to 2.4.21-15.EL.

Anyone else needing maintenance on LiS-2.16.18, please use the maintained
2.16.18 releases from http://www.openss7.org/ and don't bug Dave.
