up_time compilation problem

Hi,

I have the following problem when compile 
my stream application utility on 2.18:

../../../../../../../telco_tools/linux/LiS/include/sys/lislocks.h:267: error: field `up_time' has incomplete type

The 'struct timeval up_time' is a part of 'lis_semaphore' structure.
It was added in 2.18.0 only.
My utility that used to compile nicely on 2.16.18 
now fails compilation on 2.18.0  apparently because time.h
is not included properly.

I guess it is my fault and I'm missing something.

Cannot figure out what, though.  

Will appreciate any advise on the subject.
