How can I tell SELinux that it is ok for LiS to register file system?
What is the value of magic number for LiS filesystem?

You have to tell SELinux that it's ok for LiS to register a file system
and which filesystem (magic number) to permit.  I trust that you are
enforcing, with permissive there is no problem.  That's why kern_mount()
is returning [EACCES].  If you enable enforcement, you really need to
configure a usable policy.  It's not LiS's fault your current enforced
policy does not permit it to mount its filesystem.
