Hi,

LTTng 0.6.35 and lttd 0.31 adds support for CPU hotplug events. Inotify is used
to inform lttd than new files are created.

Note that buffers are not released upon cpu down events : as a first step, it
makes dealing with cpu up/down and reference counts (from both writer and
reader) easier (and much less racy).
