logrotate

Hi Folks

I just pushed the logrotate branch to the repo. It holds the
modifications to handle log rotation centrally by a single script
/usr/bin/logrotate (like its namesake utility) and mimics its behaviour
cotrolled by config files in the /etc/logrotate.d directory.

The branch is off maint, as it does not introduce different
functionality to the core tools.

This is _not_ the *x logrotate utility as this would have required to
introduce a new binary.

Please have a look at it. If there is no objection I will merge it to
maint after a decent test phase.
