You are right. The only differrence is in the init script, which in the 
case of Bering mounts a squashfs holding all the modules and unmounts it 
afterwards. This has been included in the start function of the init 
script but in the past was missing from restart, reload e.t.c.

It is _not_ a shorewall issue :-)
