kernel 4.9 in master

Hi all;

I've committed a 4.9.(3) kernel to master for review.

While I believe we should wait for an official new LTS kernel (probably 4.10), 
upgrading the kernel to 4.9 made me aware of missing and failing packages 
(ipt-netflow, igb,...), the only remaining package to fail is perf.lrp. And 
hopefully it will be easier to upgrade to 4.10, once we ironed out errors with 
the 4.9 kernel. 

Note: Currently the arm* toolchains do not build with with the 4.9 kernel. 

Please review the configs for x86_64, i486, geode etc..

Andrew maybe you can look into perf and fix it?

I'm currently running the x86_64 kernel, and it seems to work pretty well.
