Branch new-buildenv

Hi Folks

I am trying to base our buildtool on a 'make' environment to get a more
granular dependency model. I did some tests with Makefile in maint but
now branched into new-buildenv. Future things will happen in
new-buildenv so please anyone interested have a look there from time to
time.
