webconf.local anymore and all is lost.

webconf: remove default .htpasswd

make .htpasswd type local to save it when created.
That way we don't provide a default .htpasswd which is really unsecure.
File will be created during first install via root/.profile
An existing .htpasswd will not be overwritten during upgrade because
there is none in the package
anymore.

webconf depends on htpasswd package now to be able to generate one via
/usr/sbin/htpasswd.
