Backup in Webconf is broken

Hi Folks

Out of curiosity I tried the package backup link in webconf. Well, it is
broken, possibly when the option to backup moddb was removed. The code
is horribly convoluted anyway but used to run sometime in the past.
Should we go back, take an old version and try better?
