It works for x86_64 toolchain, but fails for i386, I believe I've found
the issue and test.
It also fails for other reasons on armv6 (armv8?) - needs more work.

As you pointed out previously for webconf, we should use the number of
staging /etc/passwd /etc/group.

So 33:33 should be the correct entry in buildtool.cfg for vnstat for
owner and group.
