web interface not working after upgrade to 7.1.0 Rev 1

Hello,  I just upgrade from 7.0.3 Rev 1 to 7.1.0 Rev 1 from the command line upgrade tool.

After the upgrade, the website root address url stopped working. 

https://firewall/[1]

results in "Network Protocol Error" in firefox.

adding a cgi script name to the url 

https://firewall/lrcfg.cgi[2]

or any of the cgi scripts works fine.  

Visually, index.cgi seems the same on both versions, but I have not diffed them or any 
other cgi files.  

can anyone else replicate or know a fix?
