I wonder what difference this would make. The cron job would still just 
restart ntpd which is the same as would happen on a reboot.

NTPD is pretty nifty software and has been tested extensively worldwide. 
I personally don't like the lookalikes from busybox so I run the real 
McCoy and it has never failed me, not even on antique boxes.

Restarting services (and boxes) is just hiding the real problem but 
never reveals it and does not help to solve it.
