I was a bit too quick answering, of course we could get a lot more 
information about the failure by just enabling dhcp logging in dnsmasq, 
e.g. uncommenting log-dhcp.

As this appears to be a failure which shows up erratically maybe a joint 
logging effort could lead somewhere.
