I'd like to give a final feedback for this topic:

By setting
DAEMON=hostapd
METHOD=restart
in /etc/logrotate.d/hostapd , my initial issue is solved.
With the restart the hostapd daemon gives the logfile free, it is then 
possible to logrotate it and /var/log does not raise to 100% any longer.
