I have not played with a Pi 4 as I don't have one. The path you are referring to also has a Pi 3 image, it would not run out of the box neither. How do you connect to your Pi 4, serial or hdmi console? The Pi 4 is quite a different beast than the Pi3 when it comes to that. Serial connection might give you a chance to see what bootcode.bin is really doing and it might give you a hint of what is possibly wrong.
