I've been using CHAP with LEAF for years. The 'chap-secrets' file goes in 
/etc/ppp and each line in the file has the format:

"userid" * "password"

where 'userid' is the same as the 'name' field in the peer config file.

Of course if you only connect to one ISP then only one line is needed in 
chap-secrets. The pppd daemon will consult the chap-secrets file if the far 
end requests to use CHAP.

If possible, it's worth trying to get a tcpdump to a file of the pppoe 
traffic. Just put 'tcpdump' in the list of packages to be loaded in 
leaf.cfg, or install it directly with apkg. Then you can copy the dump file 
to another machine & investigate it with wireshark.
