Darko, the first thing you must do is get a successful build of Wisp-Dist as described on 
the web page at:
http://www.leaf-project.org/mod.php?mod=userpage&menu=90807&page_id=53

After you have a successful build, look in the directory .../wdist/build/src.  All of Valdimir's 
build scripts for the default Wisp-Dist lrp packages are there, in sub-directories.

I do not know a any specific documentation or HowTo for creating your own lrp 
packages.  There may be some information at http://leaf.sourceforge.net/

If you wish to create your own lrp package, my only suggestion is to study one of 
Vladimir's lrp packages, and copy his methods.
