set_shaper is a function. You don't need to put IP address inside it.

Instead, you call it - like "set_shaper 192.168.1.1 128kbit 100". See 
examples in ifup.local.

I see that you commented out calls to set shaping on netcs0. That means 
that shaping of traffic will only work on one direction - for packets 
sent to 192.168.1.1 via eth0.
