Hmmm, weird that you need 130 sec to build binutils pass 1 at -j16. It's around
30 sec for me... Have you had a look at the cpuidle governor for your kernel?

PS: By tweaking the cpuidle governor, I could decrease the SBU at -j1 from 130
to 80 seconds...
