make prints "write error" message with custom script containing non-empty PKG_FILE

The attached script is for building cpupower from kernel source, and
there's the "tar: write error" message.
I searched this message in source code of tar, and the NEWS file says
something like "tar -tf archive.tar|head -n1" can produce this
message,
which is used in makefile-functions for the function remove_existing_dirs2.
