Two parts in this ticket:
- do not require a download application if nothing is to be downloaded
This is perfectly legitimate and should be easy to implement.
- use curl if wget is not available and curl is
Maybe more questionable since usually applications impose the tools they
need, and we could say "wget is the tool required by jhalfs".
Also another question is: should we do that for both LFS and BLFS or just
LFS? Let's say this is for only for LFS...
