The files in the "pkgmngt" directory are provided more as examples (or
templates) than as working instructions. In particular, they are barely
maintained (except the ".porg" ones). I think pkgconfig has been
replaced by pkgconf since last time the ".pacman" files have been
updated.
You have to change the relevant section in pkgmngt/packages.xml.pacman.
- replace pkgconfig and pkg-config with pkgconf
- find the entities related to pkgconf in the LFS XML book, and use the
same for pkgconf
- find the instructions for installing pkgconf in the LFS book and
replicate them.
I'll be happy to apply a patch if you submit one, but I do not have
time to work on this ATM.

Regards
Pierre
