The prompt you have seen is an old remnant of the times where only one CPU was available for a given machine. Now there are several CPUs, and the report can only be used if: binutils pass 1 is compiled at -j1 other packages are compiled at -j4. all tests are run in chapter 8. I'll remove the prompt to send the report from jhalfs, since there are so many different configurations now, and so many we cannot use.
