 We could, though there are 21 targets as of now, and I haven't hit the
 issue with regular Ninja. It does pop up if parallelism is too high. I'm
 guessing there also needs to be a high target count? That or it's up to
 chance. I don't think we should though until someone reports it with
 regular Ninja.

 The fix as well is pretty easy. The same thing happened in gnome-keyring
 with header generation but they fixed it. The fix is always usually pretty
 simple.
