#23488: Consider adding mpdecimal

Comment (by Xi Ruoyao):

Not now but after Python 3.16 it will be needed in ch.07. The "int" type
in Python (i.e. the type of a simple "42" or "0") are multi-precision so
the multi-precision integer support is mandatory, not optional.

Currently we are relying on a mpdecimal copy shipped in Python but it'll
 be removed in 3.16.
