 - Add -v/--version handling to the startup help logic (uses STR_IN_SET)
 - Introduce a varlink Meson option that can be turned off, making Varlink
 support optional
 - Add DelegateSessionCgroups= configuration option, enabling optional
 per‑session cgroup delegation
 - Provide a stub implementation of Varlink (sd-varlink-stub.c) so the
 project can be built without the real Varlink library
 - Enable building a static libelogind (-Dstatic-libelogind=pic) and
 restore the libsystemd alias target for static builds
