Comment:

 Reopening, because the rust issue is not fixed 'see comment:1):
 - if rust is not installed, the build should use `make NO_RUST=1`
 - if rust is installed `cargo` is silently used

 Since rust will anyway become mandatory, I suggest to recommend rust from
 now on, and to '''not''' use `NO_RUST`

 But we can put rust as optional for this release, and pass NO_RUST=1
