 - Build system: Do not require C++ compiler any more, we use only regular
   C now

   not from `$prefix/share/cups` (wrong under an arch-specific CUPS

 - CI test `test-pclm-overflow.sh`: Skip (exit 77) when AddressSanitizer is
 unavailable (Issue #200, Pull request #204).
