dvisvgm dependencies

I am trying to build dvisvgm with a subset of texlive.  I am getting

checking for kpathsea/kpathsea.h... no
configure: error: please install the kpathsea development package

When I use install-tl I used the following collections:

Added c and P.  Didn't work.  Now at 1.3 G

Tried some other options but I couldn't make it work.  Finally gave up and did a 
complete install of texlive from source.  Now dvisvgm builds.

The problem is that I really don't like to install something that takes 8G for a 47M 
executable.  AFAICT, the only texlive thing that dvisvgm needs is:

libkpathsea.so.6 => /opt/texlive/2024/lib/libkpathsea.so.6

and /opt/texlive/2024/include/kpathsea/kpathsea.h.

Does anyone know how (if?) to get those files using install-tl-unx?
