NetworkManager configuration

I don't normally use NetworkManager.  Static IP addresses are my preferred setup.

However, I am trying to setup my laptop where I may be traveling and am trying to use 
NM.  Before I do a lot of testing, I like to try to understand the process.

What I want to do is:

Set up networking using a wired connection if available or wireless otherwise.

If the connection is at 192.168.x.x, I would like that to be static so I can ssh into 
it.  I think I need to do that on the dhcp server on the router.

After the connection is set up I want to run ntp.

If and only if the connection is at 192.168.x.x I want to start up rpcbind,
nfsclient, netfs (to connect to a nfs server), and sshd.

My question is whether this can be done with NM with or without some separate
scripts.  If so I'd like some pointers on how to set it up.

Note that this is a sysV system.
